Improving Port Efficiency with Fleet Management Technology

Fleet Management Optimization at Gioia Tauro Port through Vehicle Automation Simulation
Fleet management simulations at the Port of Gioia Tauro revealed significant efficiency improvements with the implementation of automated vehicles (IAVs) in the transportation of containers from docks to yards. In the initial scenario (scenario 0), all handling was done with 15 straddle carriers (SCs) and was able to store 6661 containers a day. When the SCs were partially replaced with 7 IAVs in scenario 1, the number of containers stored increased to 6996, an increase of 5%. In scenario 2, with full utilization of the IAVs, the number of stored containers jumped to 9462, a 41% increase over the initial scenario. In addition, container storage time at the dock was reduced to 88.89%, indicating higher efficiency in port operations.
Individually, the IAVs proved to be more efficient in handling, being able to handle 630 containers per unit, an increase of 42% from the average 444 containers per unit in scenario 0. Sensitivity analysis showed that as automation increased from 0% to 100%, container storage capacity (Nstock) followed a parabolic trend with a significant increase after 60% automation, reaching an additional 13% at full automation level. Similarly, the dock time, which decreased by 66% at the full automation level. In conclusion, automation using IAVs not only enlarges storage capacity but also reduces the time and level of overwork on transport units (HUs), which overall improves the performance of Gioia Tauro port.
Performance of Major Ports in Indonesia and the Influence of Fleet Management
Port performance in Indonesia, especially at major ports managed by Pelindo, shows figures that are far below the international average. This study identifies factors that affect port performance, using data from 2005 to 2015 for four major ports: Tanjung Priok, Tanjung Perak, Belawan, and Makassar. One factor that greatly affects port efficiency is fleet management. For example, Tanjung Priok Port, Indonesia’s main port, ranks only 27th in the world by container volume, with 5.77 million TEUs in 2014 which declined to 5.20 million TEUs in 2015. The extremely long dwell time, recorded as the longest among ASEAN countries, also worsens operational efficiency and adds to high logistics costs.
In this study, analysis using the pooled OLS method shows that variables such as turnaround time, idle time, and berth occupancy rate have significant correlations with total port traffic. Effective fleet management, which includes better vessel management and more efficient timing, has the potential to reduce idle time and increase turnaround time, which in turn can increase port traffic volume. Although Indonesia’s ports are experiencing increased capacity, sub-optimal management of vessel fleets and port infrastructure leads to high logistics costs and long dwell times. Improved fleet management can speed up the loading and unloading process and reduce operational costs, improving Indonesia’s position in the international trade arena.
